Impeachment in the Special Status

Section 342 of Law No. 2019/24 of 24 December 2019 to institute the General Code of Regional and Local Authorities provides for the procedure of impeachment against the Regional Executive Council.
This procedure of impeachment of an executive, specific to the Anglo-Saxon system, was introduced as an element of specificity of the North-West and South-West Regions. It gives the Regional Assembly the power to dismiss the Regional Executive Council.
Cameroon’s legislature, with a view to giving more freedom and room for manoeuvre to the Assemblies of these two regions, has given them the latitude to organize this mechanism in the standing orders of the Regional Assembly, by determining the procedure and scope of impeachment.
The Regional Assemblies may decide to bring into play the collegial responsibility of the executive or the individual responsibility of the head or other members of the executive. They may also determine the extent of the political or legal responsibility of the Regional Executive Council, specifying the matters for which impeachment may be implemented.
The lawmaker has however prescribed that it be implemented when the two houses sit in joint session, considering the serious nature of this procedure.
